PRIORITY AXIS 1: Ensuring support and appropriate tools for an efficient and effective Structural
Instruments coordination and implementation of programmes - Indicative operations on areas of intervention:
Support for the management and implementation of Structural Instruments
- Revision of the system and the general procedures connected to certain areas of the management and monitorization process, the certification and payments system, as well as the control system, because of the week points and the necessities identified at the level of all the operational systems;
- Development of standards and common main approaches for all management authorities;
- Elaboration and distribution of activity reports and brochures containing the best solutions for all the institutions involved in monitoring Structural Instruments;
- Support for analyses and studies regarding the effectiveness of the systems found in the implementation process of Structural Instruments;
- Research regarding the relevant policies in the Structural Instruments field and studies on the impact of Structural Instruments, as well as the macroeconomic shaping, the connections between Structural Instruments and macroeconomic factors;
- Comprehensive support during the preparation process for future interventions using Structural Instruments;
- Support for events and activities related to the experience Exchange, both nationally, as well as at an European level;
- Support for meetings and events related to thematic aspects (such as: sustainable development, equality of opportunities, informational society, and development of IMMs etc.).
Evaluation
- Implementation of a specific methodological assistance and the organisation of vocational training sessions for persons responsible for the evaluation process in each AM in order to offer them common specific instruments;
- Implementation of a methodological assistance regarding the evaluation of projects;
- Elaboration of evaluation reports (broad evaluation) grouped at a national level;
- Elaboration of specific reports on certain topics;
- Publication of evaluation reports and dissemination of the evaluation results;
- Ex-ante evaluation of PND, CSNR and OPTA for the next programming period;
- Continuous PND, CSNR and OPTA evaluations;
- Strategic and ad-hoc evaluations proposed by the UCE and approved by the CNC or by the CM of OPTA, if necessary;
- Support of the UCE and its activities, related to the evaluation team and the evaluation coordination committees (staff management, training, administrative costs related to the organisation of meetings etc.).
Horizontal framework in the management of programmes/projects field
- Support for the activities developed by the work team in order to coordinate training in this particular field;
- Creation and updating of database regarding planning and monitorisation of training in the EU funding management field;
- Organisation of training events, including training of trainers, organising training sessions and elaborating all needed materials;
- Elaboration of reports regarding training activities and managing directions containing the best solutions;
- Evaluation activities on the impact of training.
Functioning of ACIS, the Certification and Payment and Audit Management Authorities for OPTA
- Contractual employment of personnel in the ACIS, The OPTA MA, the Certification and Payment and Audit Authorities for supporting their functioning in the management and control system of the Structural Instruments;
- Support in developing ACIS activities, those of the Certification and Payments and Audit Authorities (functioning expense, organising meetings and events, providing consumables, equipment, etc.);
- OPTA management (including costs related to the Monitorisation Committee’s meetings organisation and of other relevant meetings, preparation, publication and distribution of materials needed for the management and implementation of the programme, etc.);
- Organisation and functioning of the National Coordination Committee and subcommittees and support for the coordination among their representatives, including the elaboration of all specific documents needed to start the activities;
- Expertise and assistance for the improvement of the POAT MA, ACIS, ACP and AA functioning.
PRIORITY AXIS 2: Further development and support for the functioning of the Single Management Information System – Indicative operations on areas of intervention:
Development and maintenance of the SMIS and its digital network
- Elaboration of studies and analysis regarding the functioning of SMIS and its digital network in order to identify the further development necessities of system development;
- Elaboration, testing and installing of new SMIS versions, including data transfer from one version to the other;
- Elaboration of the SMIS maintenance activities and its digital network.
- Elaboration of procedure guides;
- Elaboration of the SMIS maintenance activities and its digital network.
Functioning of the SMIS Central Unit and Network Coordinators
- Contractual personnel employment in the SMIS Central Unit and network coordinators;
- Support for developing activities within the SMIS Central Unit (maintenance costs, administrative costs regarding meeting organisation, acquisitions, etc.);
- Expertise and consultancy for supporting the SMIS Central Unit.
Training of users, distributing guidelines and procedures user manuals, as well as information activities regarding SMIS
- Organising training events regarding the SMIS, including the elaboration and dissemination of training materials
- Training of SMIS trainers
- Elaboration and distribution of guides for the SMIS users
- Elaboration of a guide of type questions and answers regarding the functional aspects of SMIS
- Organisation of periodical meetings and presentation seminars of SMIS
Acquisition of equipment and services for IT & C
- Evaluation of the IT & C needs;
- Acquisition of hardware and software used by the institutions involved in the structural instruments’ system and providing IT & C services for SMIS functioning.
PRIORITY AXIS 3: Dissemination of information and promotion of structural instruments – indicative operations on areas of intervention:
Dissemination of general information and carrying out publicity activities on structural instruments allocated to Romania
- Organising campaigns and events (seminars, conferences etc.) in order to promote a better understanding of European funding and the implementation and monitorisation processes used in Romania;
- Prepare, publish, translate and disseminate materials (publications, guides, files, CDs and other available formats) for the information and promotion of structural instruments;
- Advertising activities and publication and dissemination of materials related to OPTA;
- Organising surveys;
- Organising national information campaigns by using television, radio broadcasting and other media;
- Analysis of the impact and identification and analysis of the most efficient methods of promotion and publicity.
Functioning of the Information Centre for the Structural Instruments
- Remuneration of personnel who works at the Information Centre
- Acquisition of books and materials for the Information Centre
- Communication about the Information System and its services
- Construction and maintenance of the website page
- Functioning and remuneration of the personnel from the information centres
- Organising events related to the Information Centre activity.
