PRIORITY AXIS 1: Supporting the sustainable development of towns – increasing urban poles – Indicative operations on the following areas of intervention:
Integrated Urban Development Plans
- Rehabilitation of urban infrastructure and improvement of urban services, including urban transportation
- The sustainable development of the business environment
- Rehabilitation of social infrastructures, including social dwellings and improvement of social services.
PRIORITY AXIS 2: Improvement of regional and local infrastructure transportation – Indicative operations on the following areas of intervention:
Rehabilitation and modernisation of the road system in counties, of urban streets – including the construction/rehabilitation of belt highways
- Rehabilitation and modernisation of the urban road system;
- Construction/rehabilitation/modernisation of belt highways (having the status of county road) in order to eliminate traffic jams and to pass safely between towns
PRIORITY AXIS 3: Improving the social infrastructure – Indicative operations on the following areas of intervention:
Rehabilitation, modernisation and equipment providing for the health services’ infrastructure
- Rehabilitation, modernisation and providing equipment for county hospitals;
- Rehabilitation, modernisation, development and providing equipment for ambulatories (from hospitals and specialized ones)
Rehabilitation, modernisation, development and providing equipment for social services’ infrastructure
- Rehabilitation, modernisation, development and providing equipment for the multifunctional buildings of social centres;
- Rehabilitation, modernisation and providing equipment for the buildings in which there are functional residential social centres.
Improvement of the equipment endowment for emergency situations’ operational intervention centres
- The acquisition of vehicles and equipment fit for regional and local operational centres, for intervention in emergency situations
Rehabilitation, modernisation, development and equipping of the pre-university and university education infrastructure and continuous vocational training infrastructure
- Rehabilitation, modernisation and equipping of the pre-university and university education infrastructure
- Creation and development of university campuses
- Rehabilitation, modernisation and equipping of continuous vocational training centres.
PRIORITY AXIS 4: Consolidation of the regional and local business environment – Indicative operations on the following areas of intervention:
Creation and development of different types of regional structures to sustain businesses:
- Construction/rehabilitation/extension of buildings, exclusively for production activities, services;
- Rehabilitation/extending of the road system from the middle of the business structure and access roads;
- Creation/restoration/modernisation/extension of basic utilities (water treatment stations, energy and gas supply units, the sewage system)
- Cabling, broadband networks etc.;
- Demolition of buildings;
- Promotion activities;
- Extension of business support structures (waste removal, cleaning);
- Other related activities necessary for the creation/ development of business structures.
Rehabilitation of unused polluted industrial sites and preparation for new activities:
- Cleaning of unused polluted industrial sites’ surfaces and improvement of lands;
- Building demolition and land planning;
- Rehabilitation/extension of buildings for production activities and services;
- Creation / rehabilitation / modernisation/ extension of the public utilities infrastructure (water supply systems, natural gas, electricity, sewage systems) ;
- Cabling, broadband networks;
- Other related activities necessary for the rehabilitation of industrial sites and preparation for new economic activities.
- Support the development of micro-enterprises
- The acquisition of equipment and productive modern technologies, services and constructions;
- The acquisition of IT networks (software and accessories)
- The use of new technologies in the current activities of micro-enterprises;
- Reintegration of enterprises into the existing business structures;
- Construction/expanding/rehabilitation/modernisation of production areas of micro-enterprises;
- Specific development activities.
PRIORITY AXIS 5: the sustainable development and tourism promotion – Indicative operations on the following areas of intervention:
The restoration and sustainable valorisation of the cultural heritage and the creation/modernisation of related infrastructures:
- The restoration, protection and preservation of the global cultural heritage (the churches with murals from the Northern part of Moldavia, the Hurezu Monastery, the villages with fortressed churches from Transilvania, The Dacian strongholds, The Sighisoara historical centre, The wooden churches ensemble from Maramures, The Danube Delta Biosphere Reservation) and the modernisation of related infrastructure
- The restoration, protection and preservation of the national cultural heritage and the modernisation of the related infrastructure, having an important touristic potential (the restoration of buildings with traditional architectural elements, the road system, cultural centres, museums, parking lots, roads, etc.) in order they can be inserted into touristic circuits
- The restoration, protection and preservation of the cultural heritage from the urban area
The creation/development/modernisation of the specific infrastructure for the sustainable valorisation of natural resources and for increasing the quality of touristic services
- Setting-up natural tourist objectives with tourism potential (canyons, wharves, caves, glacial lakes etc.)
- The valorisation of the mountain tourism potential by constructing the necessary infrastructure: the rehabilitation and setting-up access roads towards the main natural tourist objectives, alpine shelters, the marking of tourist itineraries, information panels, camping platforms, mountain rescue centres
- The development of health resort tourism – the improvement, modernisation and equipping of treatment centres, including therapeutically salt mines, the development of catchment plants and transportation of mineral-water and salt-water springs etc.
- The rehabilitation, modernisation and expansion of accommodation facilities, as well as the related utilities. The following accommodation facilities are eligible for financing: hotels, motels, camps, hostels, lodges and youth hotels, house-boats/floating-boats)
- The creation, rehabilitation and expansion of the leisure infrastructure, including related utilities (e.g. pools, mini-golf fields, tennis, paintball, railway tourism using one narrow railway, in both hill and mountain areas)
The promotion of tourism potential and creating the necessary infrastructure for the purpose of increasing Romania’s attractiveness as a tourist destination
- Creating a positive image of Romania as a tourist destination by defining and promoting the national tourism brand, attracting investors and other strategic partners so as to develop the tourism industry and increase its attractiveness; the introduction of new promoting methods and diversification of promotional materials for the creation of a complex and realistic image on tourism;
- The development and consolidation of the national tourism by sustaining the promoting of tourism specific products and marketing activities. The aim is to develop the concept of tourism recreation in Romania, to increase the number of holidays spent in Romania by promoting the specific tourism activities.
- Investments for the creation of the National Centres for Information and Tourism Promotion (CNIPT) – construction activities, equipment, IT and software acquisitions, in order to make up a unitary system for tourism information and statistics, with public on-line access. This activity will be complementary to the support of the local tourist information centres in rural areas from the National Programme for Rural Development;
- The implementation of a national database containing tourist information;
- The creation of a national integrated system with on-line access in order to collect and distribute tourist information.
PRIORITY AXIS 6: Technical assistance - Indicative operations on the following areas of intervention:
Supporting the implementation, management and evaluation of the Regional Operational Programme
- Supporting the Management Authority and Intermediate Bodies (including personnel costs) in order to implement different POR stages, including the identification and development of projects, qualification, selection, monitorisation, evaluation, control and audit
- The acquisition and installation of IT equipment (other than the one obtained through SMIS) and the necessary birotics for the management and implementation of the programme
- The organising and logistic support of the POR Monitorisation Committee and other Committees involved in the implementation of the programme
- POR evaluation, including the evaluations for the implemented projects
- The elaboration of studies for POR validation
- Wage expenses of the personnel and the experts involved in the preparation, selection, evaluation, monitorisation, control and audit of the programme
- Organizing seminars and training courses in order to improve the knowledge of the Management Authority and Intermediate Bodies’ personnel
- Supporting POR preparation for the next established period
Supporting the publicity activities and information regarding POR
- creation of an information system for all the players interested in the POR contents
- creation and distribution of informative and promotional materials (official documents regarding POR, participants’ guides, the house organs, brochures, posts, objects inscribed with the POR logo and so on)
- organising conferences, forums, presentations, information caravans, trainings for the beneficiaries and so on.
